The text and word balloon here does not come across to me as whispering, though I assumed he was, given that he’s speaking near/to a sleeping person. I recall a strip some time back where the whispering was much more effective, I think when Felicity was sick. Small words and large balloons seem to be the key. The words here just seem too big to look like whispering in my opinion.

I agree that the dashed border would probably convey whispering the best. Smaller text works better when it’s adjacent to regular text; by itself it looks kind of like a typesetting goof. A lighter colored font might be hard to read, and italics imply emphasis, perhaps urgency. I recommend the dashed border for whispering.

I’ve had some luck with putting a small font in a larger word bubble so there is a larger margin between the words and the border. It looks like you’ve done that a little, but it’s kinda subtle. I would keep the text same size, but make the balloons bigger. Don’t worry about blocking the pictures since you have a few reference panels.

In my experience, whispering is usually depicted by *very* small text: Not just smaller than usual, but *significantly* smaller than usual; and this usually works pretty well, though it can be a problem for those with less-than-perfect eyesight. To cater for the latter, the text in the speech balloons can be repeated immediately below the cartoon, at or near the top of the author’s commentary.
