Actually… first panel, they’re both being pensive, and both are looking about the lips/chin/neck level at most.
Second panel, they look up, someone is about to speak (though it’s not clear who, yet)
Third panel, they get distracted by Joey, who’s ever so proud of his big cousin
Fourth panel, face value: he is indeed glad Joey’s OK, and she is slightly amused at either the distraction, or the fact that she now meets a relative of Alex, and there is also the awkward tension that has been relieved.

That’s how it looks like, to me…

first panel alex is checking out her cleav, nastajia is looking at alex’s eyes. in the second panel nasytajia figures out what alex was looking at and is mad and disgusted at him while alex has a innocent “i didn’t do anything wrong” look. their both looking for a distraction in the 3rd panel and who else pops in but ANNOYING JOEY!
