I have blond hair and black eyebrows (and lashes, etc.) I have Finnish, French, German, and Irish in my background. My Dad was born a tow-head (white blond) and has black hair now. People are just weird.

I’ve seen people with naturally blond hair and black/darker eyebrows. It’s not that uncommon.
Though, I think chAIN might be on to something, because he always has one eyebrow up.

Maybe he just has really dark brown eyebrows, I think it’s possible.

Also maybe the creator thought he looked better with black eyebrows than blond eyebrows.
